A goalkeeper who joined Rovers at the start of the 1945/46 season. He had previously played for Kidderminster Harriers.

He played in all but 2 games of the 1946/47 "Jubilee"season where Rovers were celebrating 50 years in the Birmingham Combination. They won the league and the Worcestershire Senior Cup and also reached the final of the Birmingham Senior Cup. Franks consistent performances between the sticks were a significant factor in their success.

The following season barring a period in February-March, where he stepped aside as the club gave a trial to Rubery keeper Adams, he remained first choice keeper in what was another fine season for the club. They won the Worcestershire Senior Cup for the Second time, reached the final of the Birmingham Senior Cup and reached the first round proper of the F.A. Cup for the first time. Frank played in all these games.

He was transferred to Cradley, at his request in September 1948. He lived very close to the Cradley ground and was finding the travelling to Bromsgrove difficult. At the time of his transfer it was reported he had made 135 appearances for Rovers, only missing 20 games in his time at the club.
